The Dragon Hall is at the center of the Imperial Palace, and is where Emperor Togashi holds audience for visitors. The spacious room is elegantly decorated, with some of the finest artisans available in the Empire having worked on the project of making it a place of beauty and elemental harmony. From the decorative jade pillars to a pair of fish ponds, the room is made to please the elemental spirits as much as the human eye.

Sliding doors on the side lead out to small garden spaces that connect only to the hall, which on mild and warm days are opened up to allow the breeze to pass through. On each side of the stairs leading up to the main area for visitors is a small artificial pond with little fish that are well-taken care of. Several of the pillars are decorative and serve no purpose in supporting the architecture, and are made from jade summoned from the ground itself by Agasha, which have then been smoothed out and inlaid with precious metals like silver and gold. Several lanterns are placed out within the room, illuminating it in the darker hours and providing some warmth on colder days, and a large bronze brazier hangs in the center of the tall ceiling to keep a fire going to appease the fire kami.

The sides of the room is lined with low tables and cushions for seating, and at the end of the hall is a raised platform for the Emperor to sit on, with room for Agasha and Mirumoto to flank him.

This room is closed when Togashi is not within and thus off-limits a lot of the time, guarded by a Mirumoto bushi and an Agasha shugenja.

Due to the harmony of the elements in this room, the TN for activating Kiho in the Dragon Hall is lowered by 2. Shugenja and Monks are also aware of the great spiritual energy here that hint at much more than just good feng shui.
